JOB SUMMARY

The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer contributes to the overall Water and Habitat (WatHab) program quality through the conceptualization, coordination, and implementation of enhanced monitoring and evaluation, accountability, and learning strategies. The emphasis is on streamlining processes and tools for efficiency, effectiveness, and sustainability throughout the project cycle to enable making evidence-based decisions and implementing outcome-oriented programs.

OBJECTIVES AND TASKS

Monitoring, Evaluation, Accountability & Learning (MEAL) 100%

* Lead MEAL efforts within ICRC Lebanon engineering department, leveraging data and analytics methodology and tools, advising on best practices

* Supports efforts to put in place a coherent MEAL strategy for the department as per institutional guidelines and best practices

* Supports project managers to integrate MEAL in their projects at all stages from project proposal to final evaluation and provides MEAL technical assistance to engineers and provide inputs into the design stages of program proposals, budgets, log frames, indicators, and measurement methodologies, plans and tools

* Consolidates project-specific MEAL data at department level, analyses to draw lessons learned, shows up avenues for improvement

* Collaborates in the development and execution of coherent plans for strengthening MEAL capacities of implementing partner

* Plans and initiates all pre and post intervention assessments, base and end lines, surveys, post distribution monitoring and evaluation

* Conducts field visits for data validation and to monitor the quality and completeness of data sets, coordinate data collection at project sites to monitor program development

* Assumes responsibility for data quality of the department’s operational data

* Derives, monitors, and reports on key metrics of the department’s performance

* Conducts in depth analyses of key issues/topics and proposes proactively changes/improvements

* Ensures compliance of the department’s data activities with established internal regulations, and, where applicable external regulations, particularly with respect to data protection

* Supports mapping and data visualization needs (e.g. ICRC maps, dashboards, etc.) within the department in close collaboration with project managers

* Supports data-driven research initiatives of the department, where applicable in close coordination with the delegation’s epidemiologist and the CORE

* As Analysis and Evidence Focal Point harmonizes tools in the department, ensure the proper sharing of information, and uses evidence collected to inform decision and grant alignment to the National Strategy.

* Acts as Data Focal Point of the department within the global WatHab community

* Acts as Community Contact Center (CCC) Focal Point of the department within Lebanon delegation

* Identifies and addresses proactively the need to improve data literacy among colleagues on an individual basis within the department, and/or proposes trainings for the whole department.

* Gives special support to the Arsal Water Supply System Development project and to the Water Asset Vulnerability Assessment (WAVA)
