SUMMARY OF DUTIES

Reporting to the Manager of the Water/Wastewater Systems Planning (WWWSP) Section, the Senior Project Manager, Water/Wastewater Planning, will provide leadership to staff within a Business Unit facilitating in a team environment that shall focus on providing operation/optimization of existing systems support, long range planning/system design and engineering expertise related to the City’s water, wastewater and storm water infrastructure and with a particular emphasis on the City’s storm water systems.

The Senior Project Manager shall provide input into the City’s Water/Wastewater Master Plan activities to ensure it is accurate and delivered in accordance with City and Provincial guidelines.

Aids in the preparation of sectional reports identifying how the operation performed against established benchmarks related to services, financial, administration and staff performance.

RESPONSIBILITIES

Oversees the preparation of studies and reports related to the analysis of existing stormwater infrastructure and related to the long-range planning of new storm water infrastructure including the development of conceptual designs and construction cost estimates. In many cases, these studies are executed as environmental assessment studies and therefore must be delivered following the Municipal Class Environmental Assessment-EA protocol.

Responsible for the review and commentary of all development applications received by the City to ensure that the City’s urban water, wastewater and storm water systems are adequately sized to service these proposed developments. Must ensure that development application reviews are completed within timelines defined within interdepartmental service level agreements. Furthermore, is responsible to monitor and report to senior leadership, on the section’s performance with respect to meeting or exceeding development application review timelines.

The Senior Project Manager is a leader to staff within their Business Unit. Leadership as a key responsibility includes mentoring staff, providing day to day guidance, direction, and performance management as necessary. Leadership tasks also include participation in, and contributions to the Sectional Management Team with peer Senior Project Managers and the section Manager. Developing, monitoring and reporting Sectional key performance indicators-KPI, and related metrics is also a responsibility of the Senior Project Manager.

Assumes the day-to-day responsibilities for planning, scheduling and execution of the City’s storm water planning mandate and Hamilton Waters development application review obligations. This includes ensuring that the needs of residents, client developers and businesses of the City of Hamilton are met and regularly exceeded, and that these elements are delivered in a timely and cost-effective manner in accordance with City and Provincial policies.

Participates in teams comprised of staff not only from Public Works, but from other City Departments and outside agencies in order to address operation/optimization of existing systems support, development, redevelopment and environmental issues utilizing multi-disciplinary expertise to assist in the co-ordination of infrastructure planning, systems design and engineering activities.

The Senior Project Manager will project manage consultants on infrastructure planning and systems design projects, including the preparation of terms of reference, contract procurement, oversees the collection of data and reviews/comments on consultants’ reports and recommendations and administers the consultant contract throughout the life of the contract.

Takes a lead role in performing all duties associated with the establishment of an Engineering Consulting Services procurement contract program including updating of related terms of reference, proposal review and selection of qualified bids, and manages the equitable allocation of projects/assignments to the qualified firms.

Leading the stewardship of the City’s hydraulic computer model including refinement, calibration, and execution/simulations are within the mandate of the Senior Project Manager’s Business Unit.

GENERAL DUTIES (INCLUDING, BUT NOT LIMITED TO)

Develops policies and procedures related to infrastructure planning and systems design practices following Quality Management System-QMS theory/environments.

Develops cost recovery philosophies related to infrastructure installation and oversizing in accordance with City and Provincial Policies.

Participates on various corporate committees as required.

Recommends public consultation techniques and data requirements for storm water projects.

Develops and leads public information sessions conforming to best management practices of the Environmental Assessment Act and Municipal Class EA.

Identifies and evaluates procedures to complete conveyance, plant and outstation infrastructure planning, systems design, and engineering activities. Undertakes effective scope verification assessments for planned capital works.

Liaises with external agencies such as Ministry of Natural Resources, Ministry of Environment, Conservation and Parks, neighbouring municipalities, Conservation Authorities and stakeholder groups.

Receives and answers inquiries of a technical nature from public, staff, other departments, municipal and government agencies.

Writes reports, composes correspondence related to infrastructure planning, systems design, and engineering issues related to storm water projects and programs.

Directs and supervises technical and support staff involved in the planning, design and engineering of storm water projects.

Formulates annual capital and operating budget documentation and makes recommendations related to current departmental budgets.

Ensures that employees are provided with and use the appropriate equipment, materials and/or procedures required to perform the assigned duties. Ensures that all employees perform work in accordance with applicable Health and Safety legislation and all City of Hamilton corporate and departmental policies and procedures. Ensures that appropriate action is recommended for those employees who do not work in compliance with legislation, policies and procedures.

Works in accordance with the provisions of applicable Health and Safety legislation and all City of Hamilton corporate and departmental policies and procedures related to Occupational Health and Safety.

Performs other duties as assigned which are directly related to the responsibilities of the position.

QUALIFICATIONS

1. Extensive demonstrated knowledge of the practices and theories of Civil Engineering and/or Environmental Science normally acquired by obtaining a degree or diploma in a related field with progressive work experience.

2. Membership with the Professional Engineers of Ontario or the Ontario Association of Certified Engineering Technicians and Technologists preferred.

3. Extensive demonstrated knowledge in the areas of municipal storm water infrastructure planning, systems design, and engineering including knowledge of conveyance, plant processes, outstation design, linear system and process hydraulics for storm water collection and management.

4. Demonstrated knowledge of the Clean Water Act, Safe Drinking Water Act and the Ontario Water Resources Act. Knowledge of the Nutrient Management Act an asset.

5. A thorough understanding of municipal planning principles as they pertain to storm water services.

6. Proven knowledge of the environmental assessment process gained through extensive practical experience including multiple bottom line evaluations including typically economic, social and environmental criteria.

7. Previous extensive project management experience in a storm water environment including the application of project management tools and best practices as endorsed by the Project Management Institute (PMI) or equivalent.

8. Experienced in designing and delivering customer focused programs and services.

9. An effective communicator, both orally and written, honed through practical experience.

10. Highly developed ability to articulate a vision to lead and inspire others.

11. Highly effective leadership, facilitation, communication, presentation, interpersonal and organizational skills. Leadership includes experience in guiding and developing staff and the performance management of staff when required.

12. Demonstrated ability to effectively manage/inspire/lead a multi-disciplinary staff in a results oriented environment and in a predominantly unionized environment.

13. Ability to deal effectively with elected officials, representatives of other levels of government, management, peers, staff and the general public.

14. Thorough knowledge and understanding of statutes, regulations and by-laws affecting the department/section.

15. Knowledge of collective bargaining process.

16. Demonstrated knowledge of dynamic computer hydraulic modelling and associated software including model development, calibration, operations and governance.

17. Demonstrated knowledge of the Health and Safety Act and applicable regulations as it relates to the position.

18. Must possess a valid Class “G” Driver’s Licence and provision of a vehicle for use on the job.

19. The Senior Project Manager will have experience in investigating, recommending, and documenting new/updated policy/procedures for improving the section’s technical performance following Quality Management System-QMS theory/environments.

20. Possesses a demonstrated record of technical competence, customer focus, staff delegation and empowerment. In addition, the Senior Project Manager will have a responsibility for investigating, recommending, and documenting new procedures/policy for improving the section’s technical performance.

21. Possesses a high level of personal integrity and is an excellent communicator.
