JOB SUMMARY

The mandate for the Water Resources Planning and Engineering Branch is to provide hydraulic and hydrologic analysis to support infrastructure planning and growth, operations, and infrastructure renewal. The branch is also responsible for various geoscience-related activities, including oversight of hydrogeological analyses and maintaining and sustaining the geoscience information platform. The branch is responsible for source water protection, in accordance with the Clean Water Act.
The Branch develops and implements operational plans for the cost effective and sustainable management of the City’s infrastructure assets and supports the development of the strategic plan.
You are responsible for climate impact assessment and risk management while planning and facilitating all growth-related infrastructure pertaining to water, wastewater and stormwater in urban, suburban and rural areas.
You are responsible for managing, evaluating and improving Water Resources Planning & Engineering programs, services, projects and operations, and the development, implementation and evaluation of related plans, policies, guidelines, systems, processes and procedures.

Programs, services, projects and activities include:

  • a sustainable Intensification strategy and program to anticipate and facilitate growth, coordinate with the capital renewal program while maintaining an acceptable level of service to the community
  • planning and facilitating the growth of infrastructure pertaining to water, wastewater and stormwater
  • review of technical reports supporting development applications
  • geoscience and hydrogeological centre of expertise
  • source water protection and directing field work and testing
  • data management and integrity to support the City’s asset management systems and enable risk management and decision-making at the highest corporate level
  • system analysis, studies and hydraulic and hydrologic modelling and studies

You are also responsible for managing financial and human resources including contracted services, and stakeholder and partner relationships.

EDUCATION AND EXPERIENCE

Completion of a 4-year university degree in Engineering

Minimum of 8 years of related experience in managing water resources planning and engineering, including a minimum of 5 years in the management of human and financial resources

CERTIFICATIONS AND LICENCES

Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO)

KNOWLEDGE

KNOWLEDGE

  • Municipal infrastructure planning principles and design
  • Development approvals process; development charges strategy
  • The City of Ottawa’s organizational, governance and administrative structures
  • Legislation, regulations, policies, standards and guidelines relevant to the work including Environmental Act; Assessment Act; Planning Act; Municipal Act
  • Business administration concepts, theories, principles and methodologies
  • Corporate policies, guidelines and practices
  • The various Collective Agreements in place at the City
  • MS Office
  • Understanding of the programs/services and operations of other City areas, and the inter-relationships between them and own work area
  • Must be familiar with applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the workplace, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures
