The town of Bad Honnef (approx. 26,000 inhabitants) is located directly in the Siebengebirge and has a very good infrastructure in all areas of social life with optimal connections to the cathedral city of Cologne and the federal city of Bonn (e.g. Cologne Bonn Airport). The city of Bad Honnef is looking for a Chief Digital Officer (m/f/d) as soon as possible.

This is a permanent and divisible full-time position.

As Chief Digital Officer (m/f/d) of the city of Bad Honnef, you will drive the digital transformation forward, act as a change agent in the entire administration and report to the mayor.

You network with the neighboring municipalities and the digital players (corporations, start-ups) in the region. You will work across departments with internal and external partners on a digital strategy that promotes the change from analogue to digital processes, products and services. You are a digital change champion and promote the use of digital technologies at all levels of administration. You will be responsible for measuring the success of digital projects and optimizing processes to ensure that we invest in the right tools and resources.

Chief Digital Officer (m/f/d)

The scope of work includes:
You develop a clear, future-oriented digital strategy.
They ensure that all relevant digital initiatives are fully integrated into strategic planning.
You will work with diverse teams across government to develop innovative digital solutions across products, services, processes, user experiences, communication channels and management models.
You are responsible for the digital transformation portfolio.
You develop, manage and promote an internal and external digital ecosystem.
They introduce new tools (e.g. OZG, citizen portal, e-file, AI) that improve the performance of our administration.
You lead the process and project management department and attract the best talent to expand digital technology in the city administration.
You manage the city’s digital projects.
Organizational developments may necessitate changes in the area of tasks and responsibilities.

Your profile:
ideally you have a university degree in industrial engineering or information technology.
Experience in a similar role in the development and implementation of digital platforms and processes.
Proven track record of leading digital transformation projects.
Experience in organizational development and associated technical solutions – desirable in the administrative environment.
Management experience and leader of a digital team.
Strong persuasive and collaborative skills.
