Role

The Government of Alberta, Technical Services and Procurement Branch (TSPB) within Infrastructure is currently looking for a Civil & Environmental Engineer to join our busy team in Edmonton. If you are looking for a challenging yet rewarding opportunity, look no further and apply!

TSPB provides a wide range of professional and technical support and expertise for the technical standards, planning, design, construction, renovation, commissioning, post-occupancy review, operation and maintenance of Government owned and funded facilities, as well as partnering with research institutions and industry to develop and introduce new technology. The branch also develops and maintains project standards, tools, best practices for the ministry.

The Procurement section drives to maximize value and minimize risk for Alberta Infrastructure projects by championing leading class procurement practices and delivering strategic advice for the benefit of the Ministry, our stakeholders, and all Albertans.

Reporting to the Team Lead, the Civil & Environmental Engineer conducts design review for site development at various design stages for new projects, upgrades and repair work. The Civil & Environmental Engineer manages consultants and contracts for Survey, Environmental Site Assessment and Civil Engineering work. The position is responsible for site and environmental investigation for new, upgraded capital projects and existing owned facilities. The position is also responsible for maintaining and updating the records of Civil and Environmental reports.

The Civil & Environmental Engineer provides leadership for the safe, efficient, timely and fiscally responsible delivery of the consultants and contractors work.

The position is responsible for the selection, assessment and evaluation of consultants, and ensuring that all their work is reviewed throughout all phases of the project and that the construction/implementation phase of the work is monitored to ensure the work is completed safely and in accordance with departmental requirements, guidelines and specifications.

The main responsibilities for the Civil & Environmental Engineer are (but not limited to):

  • Conduct design reviews for site development at conceptual, intermediate, and final design states for new projects, upgrades, and repair work.
  • Manage consultants (proposal evaluation, awards, and contracts) to ensure engineering services provided are in accordance with department guidelines, standards and policies.
  • Ensure the department’s technical guidelines, standards, specifications and policies are followed; feedback is given to the Team Lead when problems are encountered.
  • Manage projects such that they are coordinated, administered and delivered effectively on schedule and within budget.
  • Civil & Environmental design and project management expertise is retained in the department.
  • Keep updated records of environmental and other reports.
  • Manage Environmental Site Assessment and Land Survey requests. Prepare scope of work, obtain and review proposals, recommend survey consultants, prepare agreements, monitor progress, review submissions and recommend payments.

Qualifications

Required

  • University Graduation in Civil Engineering or related supplemented by 5 years of progressively responsible experience in Civil and Environmental Engineering including Water and Sanitary Sewer Services, Roads, Sidewalks and Parking, Site Grading, Stormwater Management, Environmental Site Assessment, Surveys, etc.
  • Eligible for registration with APEGA as a P. Eng.

 

Equivalency: Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.

Assets:

  • Knowledge of department guidelines, standards and specifications and policies related to Civil & Environmental Engineering.
  • Excellent analytical and problem solving skills.
  • Good organizational and time management skills.
  • Must be able to multi-task, set priorities, and plan and co-ordinate resources to meet timelines.
