Job Description

Job Summary

This position performs supervisory work as the head of an engineering, maintenance or inspection section of the County’s Engineering Department or operations and maintenance programs of the County’s Utilities Department. The position allocated to this class is responsible for planning, scheduling, directing and evaluating the work of subordinates as well as providing administrative or technical advice and assistance to subordinates on more difficult assignments. The nature of work of the section may be engineering related, road or utilities maintenance related.

Positions functioning in engineering related sections generally supervise two or more engineers, engineering technicians or other engineering related positions and provides technical advice, project evaluation or other assistance or performs some engineering design work. When not functioning in a formal supervisory role on a permanent basis, a position can be assigned to assist an Engineer 4 in the management and operation of the division.

Positions in maintenance section are responsible for directing maintenance operations through a third line supervisory position and is responsible for managing the activities of the section. Positions may report to a division head or to the department head. Positions require frequent public contact to explain projects or respond to complaints. Work performed by the section may need to be coordinated with other section heads or division heads or the department director.

NOTES SPECIFIC TO THIS POSITION:
This position supervises and manages the Sewer Design Section of the Environmental Services Department. The section provides design and construction management support for County sewer projects, reviews/accepts plans for developer-funded sewer system expansion, coordinates closely with the Utility Billing Section, and provides customer service regarding sewer issues. The position recommends appropriate County Code revisions, reviews/approves Standard Plans, participates in the preparation of comprehensive sewer plan and 6-year capital improvement plan, rate studies, and annual budget. The position oversees maintenance of the sewer GIS and hydraulic model. The position is also responsible for management of various consultant contracts and small works projects.

 

Examples of Duties

 

  • Directs the activities of engineering technicians involved in the design and contract administration of major public works projects on the design of rural roads and residential streets; and directs the design and specifications writing phase and makes more difficult engineering decisions.
  • Directs the activities of an assistant bridge engineer and drafts persons in the preparation of plans and specifications for bridge projects; performs structural design calculations for complicated bridge projects; develops and approves criteria for design of bridges; and coordinates and administers construction contracts involving bridges.
  • Directs the activities of engineering technicians in the land development process; reviews and approves road and drainage plans and calculations for new roads in new plats; reviews design calculations submitted by developers’ engineers for conformance with generally accepted engineering standards; and makes recommendations on plans required to obtain approval.
  • Directs the activities of engineering technicians, an engineer-in-training, and other technical personnel in the design, installation and operation and maintenance of traffic signals; prepares specifications cost estimates and supervises the design and preparation of plans for signal installation contracts; directs the activities of first line supervisors in the installation and maintenance of traffic control signs, signals, devices and traffic control stripping; and supervises the design, preparation of plans, specifications, quantities and cost estimates of urban arterial designs.
  • Coordinates the management and operation of the County’s traffic safety program including development and operation of the County traffic safety program, traffic records system and road inventory system; coordinates safety activities with state, federal and other agencies; makes application for and directs the performance and completion of safety projects; coordinates the development of long range planning for the county road system; and coordinates and plans the department’s responsibility in long and short-plan subdivisions and zoning applications.
  • Directs the activities of engineering technicians and other technical personnel involved in construction inspections of all contract public works construction; supervises survey and materials crews in gathering necessary field information; prepares annual construction work programs; and meets with contractors to discuss project status and resolve technical or administrative details.
  • Directs the activities of third and second line supervisors involved in the maintenance of county roads, bridges, drainage facilities, rights-of-way and other associated appurtenances; manages county equipment fleet and repair facilities; prepares annual maintenance work program and budget; submits work program and budget to operations engineer for review and approval; coordinates work schedules prepared by supervisors; and monitors project progress; inspects field work.
  • Directs the activities of lower classed Engineers, Engineering Technicians and Waste Water Treatment Plant Operators involved in design and operations of the Utilities Department; reviews contracts and specifications for solid waste treatment or disposal; coordinates construction inspections, advises on resolving operational problems, and supervises utility billing.
  • Performs other related duties as required/assigned.

Public Works – General

  • Manages the development and submittal of grant applications.
  • Reviews plats and short plans for concurrence to County road standards.
  • Manages and supervises the Transportation Planning, Land Development and Development Services section of Public Works.
  • Attends and participates in Spokane Regional Transportation Council Technical Transportation Committee.
  • Represents the County and participates in regional transportation studies
  • Reviews traffic impact analysis for land developments and determines if proposed mitigation is acceptable
  • Oversees the certification acceptance of road and drainage facilities constructed by land developments.
  • Reviews and makes recommendations on road vacations and temporary road closures.
  • Reviews preparation of conditions on approval for land actions.
  • Initiates the establishment of proposed public roads constructed by developments.

Utility – Sewer Operations

  • Provides planning, design and construction management oversight of County sewer related projects for new construction and upgrades to existing systems.
  • Provides design review and oversight to ensure additions to the sewer system proposed by private developers meets design and construction standards and quality of the overall system.
  • Manages the spatial database development and maintenance to support the needs of the Design Section as well as other Department sections, the County, the general public, consultants and other agencies.
  • Manages compliance with multiple environmental permits, both for limited term construction projects and long-term facility operations.
