This position is funded by a grant for a duration of time as defined by the grantor.
Drafts air quality permits which include drafting conditions that are enforceable and assures compliance with state and federal air pollution laws and regulations. Reviews and processes detailed technical reports received from the regulated community.
Pay Grade: 52
Salary Commensurate with Experience and Education Minimum Qualifications
100.00% – 1. Two (2) years of experience in engineering field; and
2. Graduation from an accredited college or university with a bachelor”s degree in civil engineering, mechanical engineering, electrical engineering or related field.
3. Active Engineer-In-Training (EIT) certification is preferred.
4. Experience in Air Pollution Control preferred.
5. PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED. Duties and Responsibilities
1. Enforces the air pollution code by developing air permits for assigned industrial sources; assures that all assigned sources receive a minimum EPA level two inspection.
2. Develops enforcement recommendations with the engineering supervisor based on inspection or investigation results utilizing the Section”s penalty policy.
3. Evaluates, interprets and applies regulations as applicable to multiple major emission source industrial categories.
4. Assures investigations are carried out professionally and within a reasonable time.
5. Educates and informs the community and staff pertaining to specific assigned facilities, air pollution regulations, complaints, and air pollution emissions.
6. Attends required training to remain current with changes in laws and regulations, air pollution permitting, inspection and testing procedures, pollution control technology,
and Shelby County policy and procedures.
7. Provides compliance assistance to industry regarding testing, permitting and other air pollution control activities and requirements.
8. Completes assigned tasks on all projects in a timely manner to ensure deadlines are met.
9. Identifies permitting requirements and estimates using a variety of engineering software.
10. Utilizes standard engineering practices and techniques to adjust and correlate data; recognizes and resolves discrepancies in results.
11. Prepares engineering plans, plots and reports.
12. Performs other related duties as required or directed. KSA’s
KSAs – 1. Ability to communicate effectively, orally and in writing.
2. Ability to discuss air pollution rules and regulations.
3. Ability to exercise good judgment, evaluate situations, and make appropriate decisions concerning program activities.
4. Ability to prepare, review, and edit technical documents including, air pollution permits, enforcement actions, and inspection reports and understand complex mathematical calculation.
5. Ability to use specific programs and the internet to calculate the emissions from sources, such as, AP-42, Air Chief, and Tanks programs.
6. Ability to work independently and in teams to meet deadlines in a multi-tasking environment.
7. Proficient in the use of Microsoft Word, Excel, Access and PowerPoint. Physical Requirements
1. Must be able to stoop, squat, crawl, and perform other physical duties as needed to investigate at various locations.
2. Must be able to work in all types of weather.
Special Requirements
1. Must possess a valid Tennessee driver’s license or secure one upon date of employment.
2. Must have daily access to an operable automobile and meet County requirements for automobile insurance upon date of employment.
