Primary objective

To protect the environment through effectively administering the Territory’s environmental legislation, including the Environment

Protection Act 2019 , the Waste Management and Pollution Control Act 1998 , the Water Act 1992, Petroleum (Environment) Regulations

2016 and the Environment Protection (Beverage Containers and Plastic Bags) Act 2011 across a range of activities and industries in

the Northern Territory.

Context statement

The Environment Division in the Department of Environment Parks and Water Security is responsible for managing the regulatory

framework to reduce environmental impacts on the Territory’s environment, and to support the Northern Territory Environment

Protection Authority (NT EPA) in performing its statutory functions.

Key duties and responsibilities

1. Administer the Territory’s environmental legislation in line with the NT EPA’s Statement of Intent, and Environment Division’s

Business Plan and Compliance and Enforcement Framework.

2. In an assessment role, assist identification and assessment of risks and potential environmental impacts in relation to

environmental approval or authorisation applications.

3. In a compliance and enforcement role, assist implementation of regulatory environmental compliance programs including

compliance audits and investigations into incidents of non-compliance or a breach of general environmental duty.

4. Contribute to provision of environmental and scientific advice to internal and external stakeholders.

5. Assist preparation of briefings, reports and other material on environmental matters within statutory timeframes.

6. Assist preparation of a range of supporting documentation including environmental guidelines, codes of practice, procedures

and fact sheets relating to environmental assessment and regulation.

7. Participate in a team environment.

8. Assist in pollution hotline response services as required.

Selection criteria

Essential

1. A degree relevant to one or more of the following disciplines: chemical, physical, geological, hydrological, environmental and

biological sciences, engineering, law, forensic science or auditing.

2. Knowledge of the management and regulation of environmental issues within the context of existing legislation and policies,

or the ability to rapidly acquire such knowledge.

3. Demonstrated capacity to work effectively in a team environment.

4. Knowledge in one or more of the following: environmental assessment, environmental management (e.g. air, water,

contaminated land, waste), environmental auditing, environmental compliance and enforcement, regulatory investigations or

development of regulatory guidance material.

5. Demonstrated ability to make accurate records, clearly communicate both orally and in writing and use common software.

6. Demonstrated ability to understand and focus on the achievement of tasks within statutory timeframes.

7. Ability to undertake research and investigations in an environmental regulatory field.

8. Capacity to work outside of normal work hours, including regional and remote travel, and holding a drivers licence.

9. An understanding of Work Health and Safety matters or the ability to acquire knowledge within a short period.

Desirable

1. Certificate IV in Government (Investigations) or similar.

4. Proven experience in one or more of the following: environmental assessment, environmental management (e.g. air, water,

contaminated land, waste) environmental auditing, environmental compliance and enforcement, regulatory investigations or

development of regulatory guidance material.

5. Proven effective oral, written and interpersonal communication skills, with a demonstrated high level of accuracy.

6. Demonstrated ability to prioritise tasks across multiple projects, and achieve statutory timeframes for deliverables.

7. Capacity to work outside of normal work hours, including regional and remote travel, and holding a drivers licence.

8. An understanding of Work Health and Safety matters or the ability to acquire knowledge within a short period.
