Position Summary:
Reporting to the Director of People and Culture the Human Resources Advisor is a senior human resources professional that contributes to the development and accomplishment of assigned department plans and objectives through the provision of generalist human resources services and supports. This position oversees Countywide areas of expertise as assigned. The Advisor serves as a point of contact for clients and consults on a variety of matters including: recruitment and selection, employee and labour relations, ability management, performance management, coaching, data and analytics policy, change initiatives, conflict resolution, employee development, workplace investigations, job evaluation, compensation, organizational design, position management, employment letters and other people-related issues. The Advisor provides consultative direction on industry best practices, County policy and procedure, and coordinates and facilitates timely responses to needs.

It is the responsibility of the Human Resources Advisor to forecast human resource trends in their respective areas and work with their clients to proactively develop people resource strategies that support the goals and priorities of Rocky View County.

Core Accountabilities:
HR Business Partnerships

Build effective partnerships with assigned client groups including developing a strong understanding of the client’s services. Consult with clients on an ongoing basis to determine evolving human resource requirements and assist with the development and implementation of practical human resource solutions to leverage the effectiveness of individuals and teams to maximize client group performance
 Serve as initial point of contact to clients in providing advice, problem resolution, and facilitation in the areas of performance management and employee/labour relations.
 Provide advice on human rights, employment standards and other labour legislation, human resource policies, procedures, and documentation. Research, identify and analyze specific employee relations concerns and make appropriate recommendations to client departments.
 Advise clients on recruitment issues including planning and implementation of staffing projections, development of effective internal and external recruitment and selection procedures and the interpretation of related collective agreement obligations. Conduct screening and referencing of candidates, develop interview questions and guides and participate on interview panels and assisting leaders make sound hiring decisions as well as produce all associated transactional letters.
 Support the development of proactive external sourcing strategies and initiatives that promote effective and efficient recruitment of talent for current and future needs. Advise on relocation and immigration matters in order to support the recruitment initiatives of Rocky View County.
 Support clients through performance management of staff, including coaching, discipline (up to and including termination).
 Lead workplace investigations and assessments. Provide analysis, findings, recommendations and report writing in accordance with best practices and County policies and procedures.
 Support clients to develop change management strategies in support of change initiatives.
 Lead, direct and support employees through the ability management process, as required. This includes liaising with insurance providers, WCB, third party independent medical examiners and ensuring documentation and case management is completed in a timely manner.

Organizational Design Compensation Job Evaluation
 Advise clients on organizational structure, job design, job evaluation and compensation matters within the client’s area of responsibility.

Liaising with 3rd party compensation consultants and ensuring documentation, calculations, staff communications regarding adjustments are completed, and payroll is advised.

Ensure data within the HRIS (positions, reporting structures and pay range data), position management tracker, and organizational charts is accurately maintained in a timely manner.
 Collect and prepare consolidated temporary staffing budgets for finance department annually.
 Provide annual budget information as it pertains to work priorities.

Labour Relations
 Research and assist with negotiation and arbitration preparations (as required). Conduct research, run reports and analyze data to assist the management group in developing bargaining strategies.

Interpret and advise clients regarding collective agreements (as required). Provide advice and guidance to clients involved in grievance matters. Support the dispute resolution process to achieve effective resolutions to issues.

General
 Assist in the development and implementation of human resource policies, procedures and practices and make recommendations that are consistent with legislation, collective agreements and other policies. Provide confidential guidance and coaching to clients concerning policies, procedures and practices.

Stay current with external environment and trends and changes in human resource practices and legislation and prepare for future issues. Liaise with external agencies to determine best practices and seek out related information for County work units.
 Act in a professional and responsible manner to protect the integrity of employees and the business of Rocky View County.
 Display a professional and ethical responsibility to protect privacy, use information appropriately, and maintain the confidentiality and security of all information related to employees, business and residents of Rocky View County.
 Work in accordance with the requirements established by the RVC Health and Safety Program and the Alberta OHS Act, Regulation and Code.
 Take reasonable care to protect their health and safety and other persons at or in the vicinity of the worksite while they are working.

Position Requirements:
Completion of Bachelor’s Degree in Human Resources or Business Administration along with a minimum five (5) years of progressively responsible and diversified experience in a similar position. CPHR designation considered an asset. An equivalent combination of related experience and education may be considered.

Proven conflict resolution skills which incorporate a consultative and interest-based resolution approach to employee issues.
 Demonstrated commitment to maintaining confidentiality.
 Experience and knowledge in human resource functions such as workforce planning, performance management, employee/labour relations, compensation, investigations, recruitment and retention, ability management, and talent management
 Demonstrated ability to work with considerable independence, initiative and discretion.
 Demonstrated ability to be innovative and creative, and models best practices.
 Proven ability to respond to changing priorities and meet deadlines.
 Proven ability to exercise sound judgment, tact and discretion when making decisions and responding to client needs and interests.
 Proficiency in Microsoft Suite and HRIS software.
