Description:
Manage all aspects of projects from conception to completion including the oversight of AFE development, budgets, engineering, construction, and scheduling. The latest PPM (Project Portfolio Management) protocols will be utilized to achieve proper project progression and management. SAP will be the required tool to facilitate cost and budget controls. HSE oversight and MOC guidelines will be followed/utilized during the development and implementation phases.
Roles & Responsibilities:
Safety – Comply with site safety rules and safe work practices, with special emphasis on Life-Saving Rules. Actively reviews and assess how design packages are designed to insure that all safety standards are incorporated into the final design. Insure that the design and execution of their respective projects introduces only acceptable risk to the refinery. Ensures that MOC guidelines are followed and stewards their projects through the MOC process as the MOC champion ensuring all applicable risk reviews and PSSRs are completed.
Environmental – Work with the Environmental engineering group on all projects to insure that all applicable rules and policies are met.
Reliability – Actively encourage participation of refinery reliability engineers in the design and quality check processes to insure good reliable design.
Productivity – Maintain a high level of personal productivity. Sets the expectation that contractors will work at a high level of productivity. Intervenes to correct low productivity problems with contractors.
Work Quality – Provide continuous review of project designs and activity encourage project team members to review design packages throughout the whole design proce3ss to insure the best engineering practices* related to quality are maintained. Actively monitors field construction and ensures work execution is per the IFC design package.*
Communication – Provide accurate and timely communications with respect to their projects broadly in the organization, including; but not limited the project team members, Refinery management, complex manager, process engineering, safety, reliability, Refinery* inspection, and maintenance, utilizing both formal and informal tools available.*
Budget Performance – Work to develop accurate project estimates at each phase of development and utilize the financial tools within PPM and SAP to monitor and maintain approved budgets during the execution phase of their respective projects. Utilize the Change Order management tool within PPM to obtain* authorization for additional spending and schedule for the successful completion of their projects.*
Schedule Performance – Helps to develop and maintain a project schedule for all of their projects. Once baselined, ensures that project milestones are met and communicates any impacts in a timely manner.
Experience:

  • Mechanical, Process or Electrical Engineering Degree required
  • At least 8-10 years as a project manager/project engineer with a minimum of 5 in a refinery or heavy industrial plant environment.
  • Candidate must be proficient in Microsoft Office applications and familiar with SAP and scheduling software (P6).
  • Candidate must possess strong organizational skills and attention to detail
  • Individual should be highly motivated and work well with other disciplines.
