Seeking a passionate, strategic-minded, organized, and self-motivated educator and mentor to fill our Agile Coach position. In this position you will serves as an Agile Coach across Information Technology. This incumbent requires advanced and specialized technical knowledge over a wide range of job specialty areas to mentor, monitor and manage IT technology products and projects, and lead Product teams using agile techniques.

This position is part of the newly formed Agile Office within the Strategic Investment Office (SIO) section of the Information Technology (IT) division; reporting directly to the Chief Information Officer (CIO). As part of a collaborative team of IT Professionals, you will have an opportunity to work on a cross-functional team in a supportive, learning environment. This position drives the adoption of frameworks such as Scrum, Kanban and Scaled Agile Framework which implement the Agile principles and practices. The Agile Coach should promote a culture of innovation by implementing Agile principles and frameworks which include techniques to increase collaboration, predictability, transparency and velocity.

This position may be involved or responsible for completion of assigned application development or IT infrastructure projects. This position provides technical and organizational leadership to technology projects benefiting the Department of Labor and Industries and generally including those with a budget of $1 million or less that cross multiple team or division boundaries, are average in risk and severity, may involve OCIO oversight and are of high impact or visibility.

Duties

Some of what you will be doing:

  • Agile Coach and Scrum Master, including:

    • Cause change that increases the productivity of Scrum Teams and work with other Scrum Masters to increase effectiveness of the Scrum framework within the organization.
    • Coach and mentor portfolio stakeholders in interactions with Product Teams.
    • Explore challenges, opportunities, and then coach to take actions to address the situation.
    • Coach management in organizational changes that mature agile mindset and development practices.
    • Provide advanced and specialized knowledge around the use of Azure DevOps to maximize the portfolio potential, reporting, planning, and organizational structure.
    • Take initiative to move the team forward at a team, group, division, and enterprise level.
    • Position is required to perform interdepartmental work in Agile, Scrum, Kanban, and DevOps to enable agile maturity.
    • Work with the IT divisional leadership, Business Area Leadership, and Product Teams to perform product strategic planning and development while improving our IT maturity practices agency wide.
    • Based on advanced knowledge of principles, concepts, and agile practices, provide direction to staff on complex implementations based on agile values and principles.
    • Research and apply industry best practices in an ever changing industry to devise methods and processes to analyze issues facing portfolios, products, and teams.
    • Implement identified changes with inside and outside the box solutions
  • Contribute to Organizational Maturity of IT Project Management Methodology, including:
    • Responsible for participating in the refinement and implementation of IT Project Management Methodology.
  • Perform all Phases of Project Lifecycle, including:
    • Develop the Project Statement. Document the vision and goals, proposed solution, expected timeframes, total budget allocation and business benefits the project will produce.
    • Establish the Scope for the project
    • Define the Project Organization structure
    • Indicate the methodology to be used in the project, the OCIO and technical oversight level needed and information relevant to the project sponsors
    • Document Project Assumptions and Constraints
    • Define the Performance Measures
  • Perform IT Project Execution, Monitoring and Controlling Processes, including:
    • Direct and manage project work. Provide management in the areas of schedule scope. budget, issue and risk management
    • Perform integrated change control.
    • Prioritizing: Responsible for balancing competing demands and priorities
    • Manage stakeholder engagement
    • Collaborate and partner with IT Vendor Management
    • Partner with the Quality Assurance team
    • Policy: Responsible for identifying and participating in development of new agency policies
    • Responsible for the IT Project Closure processes

 

Qualifications

Required:

  • A Bachelor’s degree or higher in Computer Science, Computer Engineering, or other related IT field and one or more years qualifying professional IT experience*.

OR

  • Associate’s degree in Computer Science, Computer Engineering, or other related IT field and three years qualifying professional IT experience*.

OR

  • Five years qualifying professional IT experience.
  • Qualifying professional IT experience is defined as experience in one or more of the following IT disciplines: IT consulting, applications architecture, systems development, systems analysis, systems testing, project management, or database management.
  • Equivalent experience may substitute for education

AND

  • Scrum master certification such as Advanced Certified Scrum Master (A-CSM), Professional Scrum Master (PSM), or Project Management Institute Agile Certified Practitioner (PMI-ACP)
  • At least two years of proven experience using Agile development methodologies
  • Minimum of two years of experience facilitating and presenting information readily to varying audiences, including technical, leadership, and general users.

Desired

  • At least one year of experience managing backlogs using Azure DevOps (preferred) Atlassian or JIRA
  • Project Management Professional (PMP), Certified Associate in Project Management (CAPM), PRINCE2, Certified Scrum Master (CSM}, SAFe Certifications
  • Azure/DevOps Certifications
  • Three (3) years progressive experience at an enterprise level, providing strategic planning, policy development and technical project management to include implementation of development projects.
  • Three years of experience communicating technical issues to business area(s); technical resource meeting facilitation; business systems analysis.
  • Three years of experience working in a team environment of application development.
