The Department of Health and Human Services (DHHS) is responsible for delivery of the County’s public health and human services to meet the needs of our community’s most vulnerable children, adults and seniors. The Department provides services through more than 120 programs at more than 20 locations. With 1,750 employees, the DHHS is the largest County Department.

About the Position:
This position is in the Department’s Behavioral Health and Crisis Services (BHCS) division and reports directly to the division Chief.
The Administrator for Treatment Services oversees outpatient mental health clinics, substance use services, and adult forensic services. The outpatient clinics offer comprehensive prevention, treatment and care coordination services for children and youth with serious emotional disorders, and adults with severe and persistent mental illness. Services are offered on-site and via telehealth. They include psychiatric evaluation, medication management, and group and family therapy. Substance use services include an Adult Drug Court Treatment Program, Medication Assisted Treatment (MAT) program, and the Urine Monitoring program. Adult forensic services for include clinical assessment and transition services (CATS), jail addiction services (JAS), and justice clinical assessment and planning (JCAP) for incarcerated individuals with behavioral health conditions. In addition, staff at adult forensic services oversee stop, triage, educate, and rehabilitate (STEER), a program that consists of peer specialists who respond 24/7/365 to persons experiencing opioid overdoses.
Administrative management responsibilities
Meets all deadlines for requests of information to support a strong customer service approach with both internal and external customers. Requested items must be submitted on or before the identified due date and will be completed accurately in the format requested.
Coordination and service integration
Communicates and coordinates with State Behavioral Health Authority (BHA), Alcohol and Drug Abuse Administration (ADAA), and Local Behavioral Health Authority (LBHA) to monitor changes to regulations and funding. Collaborates with the Alcohol and Other Drug Abuse Advisory Council (AODAAC) to develop and submit annual addictions plan and required reports. Promotes service integration for County-run and contract providers for BHCS treatment services. Actively identifies and resolves barriers to service integration and access to care.
Diversity management
Promotes a diverse workforce that is free from discrimination, values all employees and regards differences as assets to the organization. Considers diversity in staffing decisions. Deals with discrimination and harassment issues promptly. Supports and ensures that employees will support the County’s diversity programs.
Integrated practice
Ensures that staff under supervision are knowledgeable about integrated practice and utilize the tools that support integrated practice when needed. Ensures that staff participate in team meetings when appropriate. Ensures that staff collaborate with colleagues across the department and providers outside the department as needed.
Performance evaluation
Gives timely performance evaluations to subordinates in support of effective human resources management and development of the employees. The performance evaluations reflect accurately the accomplishments and job-related behaviors of employees, consistent with departmental and Management Leadership Series (MLS) performance planning and evaluation procedures.
Program operations and management
Oversees the operation of BHCS Treatment Services which includes management of adult and child outpatient mental health and substance use programs, forensic programs, specialty behavioral health programs, and prevention and recovery programs. Ensures that bills and invoices are paid in a timely manner. Provides individual and group supervision. Ensures that programs comply with Maryland Health Department (MDH), BHA, and ADAA standards. Collaborates within BHCS and the Department of Health and Human Services (DHHS) Senior Management to ensure quality of service area and departmental operations.
Service area management
Serves as member of the BHCS Senior Management Team or Leadership Team. Meets in teams and individually with BHCS Chief to provide updates on program status management concerns and urgent issues. Advises on organizational decisions and actions and makes recommendations for identified problems. Collaborates with other BHCS Senior Managers to improve the overall quality of services in BHCS County and contracted services. Collaborates and takes a leadership role on identified BHCS/DHHS-wide initiatives as needed. Makes independent decisions that are consistent with the BHCS mission, policies, and procedures.
Use of technology
Attends all trainings on the use of technology systems. Ensures that staff are trained in the use of these technology systems. Understands the use of the systems and develops reports to inform about the effectiveness of data such as client data, fees for service, ERP, among others. Ensures that client data is accurate, useful, effective, and equitable within data systems. Ensures that staff provide customer service during the transition to new systems. Collaborates with Information Technology (IT) staff to ensure systems are working effectively within BHCS.
The individual selected for this position will be considered an “Essential Employee.” Essential employees must report to work during a period of general emergency or liberal leave. The selected individual will be required to successfully complete a pre-employment criminal background check and a medical exam with drug/alcohol screening.

Minimum QualificationsExperience: Seven (7) years of progressively responsible professional experience in leading and managing in behavioral health (addictions & mental health) services, three years of which were in a supervisory or executive capacity.
Note: The term “executive” is further defined as a high echelon or high-level organizational position that is that exerts considerable influence on organizational policy, plans, and operations through technical research, management advisory services, and/or policy-making duties and responsibilities.
Education: Graduation from an accredited college or university with a Bachelor’s degree.
Equivalency: An equivalent combination of education and experience may be substituted.
License: Valid Class C (or equivalent) driver’s license from the applicant’s state of residence when required for job-related duties.
Preferred CriteriaThere is no Preferred Criteria. All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated Qualified, placed on the Eligible List, and may be considered for an interview.
Preference for interviews will be given to applicants with experience in the following:
- Ability to speak and write in the Spanish/English languages
- Graduation from an accredited college or university with a Master’s degree in a behavioral health related field
- Experience developing integrated mental health and addictions programs
- Experience in providing clinical and administrative supervision and support to therapists and/or clinical treatment teams
- Experience in strategic planning, development, implementation and evaluation of policies and procedures for a comprehensive public mental health and substance abuse screening, assessment, treatment, and case management system
- Experience in ongoing management and oversight of daily operation
