Job Description
POSITION DUTIES:
- Prepare initial concept-level project budgets for use by the County in choosing whether to move forward with a particular project concept.
- Prepare project budget estimates to inform and guide the County’s annual budget appropriations.
- Prepare project scopes, work plans, and schedules.
- Prepare Requests for Qualifications and Requests for Proposals for the purpose of soliciting and selecting design professionals and contractors.
- Manage the design team and contractors to ensure that the project goals, schedule, and budget are adhered to.
- Assist the design team with identifying and obtaining all necessary local, state and federal permits, including any required land use approvals from local governments.
- Prepare contract documents and specifications. Coordinate the construction advertising and bidding process.
- Act as the Owner’s Representative during the construction process. Solicit and procure any consultant services necessary for quality assurance and project acceptance.
- Perform construction observation and oversight. Process pay applications and change orders.
- Coordinate communication with the public and stakeholders during construction.
- Monitor the construction schedule and progress, provide recommendations for remedy of construction cost overruns and schedule delays.
- Complete construction closeout. Monitor & process any warranty claims.
- Maintain document records per law, and for project reimbursement from various state and federal agencies, as applicable.
Education, Experience, and Formal Training
Any of the following are acceptable for this position:
1. Engineering degree with 5+ years of experience in the planning, design, and construction of capital improvement projects with an emphasis on infrastructure and/or site development work.
2. Construction management or similar degree with 10+ years of experience in the delivery of capital improvement projects with an emphasis on infrastructure and/or site development work.
3. College degree with 20+ years of experience in construction project management including significant infrastructure project experience.
Licenses and Certificates
Colorado Driver’s License with an acceptable driving record. Licensed professional engineer in the State of Colorado, or ability to obtain such license within 6 months of hire.
