duties
Serve as a senior project leader for the Communication and/or Information Technology (CIT) systems/devices and performs analytical duties to the program and resource management of systems/equipment acquisition/implementation efforts.
Review program progress against plans and restructures program schedules, events, plans, and reporting requirements to better fulfill program goals.
Lead efforts of support activities such as engineering, procurement, legal, and logistics to assure efforts are on track and to identify and resolve problems.
Prepare or coordinate preparation of program documents such as the Acquisition Plan, Systems Engineering Management Plan, Systems Implementation Plan, Test and Evaluation Master Plan, and the New Equipment Training Plan.
Review or consolidate budget estimates from project engineers to develop justifications for costs identified.

This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management practitioner certification within 60 months as of entrance on duty
This position requires the incumbent to be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Developing acquisition plans for communication or IT systems; (2) developing procurement strategy based on cost estimates, technical risk, and technical requirements; and (3) providing oversight of a communication or an IT acquisition program to include cost, schedule, and performance metrics. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-II (GS-11).
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone. There is no substitution of education for experience permitted.

US Citizens overseas under ordinary resident status are not eligible for appointment under the Status of Forces Agreement.
Locality pay does not apply in the overseas area.
