1st NATO Signal Battalion (1NSB) provides Communication and Information System (CIS) services to deployed NATO headquarters. Command Group provides the administrative support for Command and Control (C2) of the 1NSB Headquarters (HQ). The S8 section provides financial support to the 1NSB and its subordinated DCMs. The incumbent is responsible for the management of the S8 section and the provision of financial services in compliance with the NATO Financial Regulations, Financial rules and Procedures, extant ACO financial policies and directives and following functional direction & guidance from NCISG HQ J8. The Section Head S8, as Budget Execution Officer, is responsible for the execution of all budgets within his/her area of responsibility. The incumbent performs supervisory control for all 1NSB budgetary, purchasing and finance & accounting processes and is the point of contact for the financial management of Real Life Support services provided to the 1NSB by the Host Nation’s authorities.
Duties:
– Develops the battalion budget estimates, Medium Term Financial Plan (MTFP) and Consolidated Resource Proposal (CRP) in coordination with NCISG HQ Budget Officer.

– Acts as Budget Execution Officer and is responsible for execution of all budgets within areas of responsibilities.

– Summaries budgetary data and identifies significant trends and deviations for short, medium and long term planning purposes.

– Presents analyzed information, with potential courses of action, to the command group in order for them to make sound financial and policy decisions.

– Maintains all budget files in accordance with NATO Financial Regulations (NFR), FRPs, Resource Committees decisions and Allied Command Operations (ACO) directives, follows all budget requirements, accreditation, proper and in time processing of all Battalions submissions.

– Enforces financial aspects of Memorandums of Understandings, Garrison Support Arrangements, Local Administrative Arrangements related to fulfillment of Host Nation support in geographical locations.

– Serves as the primary point of contact for respective Host Nation’s financial authorities in matters related to reimbursement of cost of Host Nation support provided to 1NSB.

– Responsible for the process of retrieving Value Added Taxes and Excise taxes from respective civilian financial Host Nation’s authorities.

– Is the primary advisor to the 1NSB Commander and Staff on all financial matters and in resolving issues related to financial management.

– Examines and approves stakeholders’ requisitions, verifies proper accounting and funding source as well as assigns correct funding codes.

– Provides Travel Fund Manager duties and liaison with JFC Brunssum Travel Office in all related matters.

– Responsible for the process that ensures invoices received are matched to the correct purchase order and approves the payments for goods and services delivered.

– Controls the process of on-time invoices payment for good and services provided to 1NSB.

– Participates in Property Survey Boards and financially overlooks property management cycle within 1NSB.

– Supervises, directs and provides guidance to personnel within S8 section.

– Provides expertise on management of Morale and Welfare activities within Battalion.

– Fund manager of 1NSB.

– Supervision of assisting clerical staff and 1NSB subordinate units, including all aspects of routine office functions and the personal development of individuals in relation to financial/budgeting skills. The position directs the work of individuals performing ongoing financial processes within 1NSB.

-Quality, timeliness, and overall management of the numerous externally coordinated and defendable financial products.
The Section Head (S8) may be required to undertake deployments in support of military operations and exercises, and/or TDY (duty travel) assignments, both within and without NATO boundaries. Such operational deployment may be up to a total of 6 months (uninterrupted or in shorter periods) in any period of 18 months and may be on short notice. Acceptance of an employment contract linked to this post constitutes agreement to deploy. The work is normally performed in a typical office environment. Normal working conditions apply. The risk of injury is categorized as: No risk / risk might increase when deployed.
