Engineer in Training Subdivision Planning

As the Engineer-in-Training (EIT) within Development Services, you will be responsible for completing timely reviews and responses for land development applications at the subdivision stage of development, as related to a transportation perspective.

This position requires an understanding and ability to interpret current City standards and guidelines to ensure that the necessary transportation related aspects are addressed at the time of subdivision. You will assist a Professional Engineer to address all technical and statutory requirements of the City, while implementing engineering principles into practice and delivering excellent customer service to the development industry.

This role requires attention to detail and an ability to understand policy goals and objectives to support preliminary site specific requirements, under direct supervision of a Professional Engineer.

• Review, technically evaluate and prepare a response to subdivision land development applications for transportation related conditions and advisements for sign off by a Professional Engineer
• Seek input from partner working groups impacted by transportation decisions which could include groups such as Waste Services, Fire Rescue Services, Edmonton Transit, LRT, City Operations, Development Engineering, Development Services, Planning Coordination, Open Space, Drainage, and Legal Services
• Advise applicants of deficiencies in applications and work to seek solutions that balance the interests of the City with the needs and desires of the customer
• Attend internal and external meetings to provide information and seek solutions to Transportation related issues
• Attend appeal hearings to defend and provide information regarding transportation related issues and subdivision conditions
• Provide excellent customer service to the general public, other departments, and the development industry on the status of application-related activities
• Conduct site inspections when necessary under the direction of a Professional Engineer
• Receive, investigate and respond to transportation related inquiries from citizens, industry, City Councillors and other City staff in a professional manner that is technically appropriate for the audience
• Act as a resource for Subdivision Planning staff and other City Department staff for transportation related impacts as it relates to subdivision
• Provide professional review of Utility Right-of-Way (URW) circulations for temporary transportation related easements, conditioned with subdivision approvals, including proposed URWs and discharge of existing URWs for approval of a Professional Engineer
• Review permanent access easement documents for content to ensure the easements meet subdivision conditions
• Advance reviews for sign off by supervisory staff
• Perform other related duties as required

• Completion of a Bachelor’s Degree in Civil Engineering or in a related engineering field
• Current registration as an Engineer-in-Training (EIT) with APEGA, and working towards a P.Eng is a requirement
• Understanding and adherence to all APEGA regulations and standards
• Field and related experience in Civil Engineering and knowledge of relevant codes in the area of specialization
• Experience in planning, including experience in land use planning or transportation planning, with directly related experience in the review and response of preparation to subdivision land development applications
• Experience working with developers and industry, related to Subdivision Land Development Applications, considered an asset
• A basic understanding of the overall land development process in Edmonton or similar municipality
• Familiarity with Provincial and Municipal legislations related to land development including: the Municipal Government Act, the City Plan, Edmonton Zoning Bylaw, Statutory Area and Neighbourhood Plans, Access Management Guidelines, and Complete Streets Design & Construction standards
• A basic understanding of engineering drawings with transportation and landscape design
• A basic understanding of contents and purpose of Transportation Impact Assessments
• Commitment to customer service and negotiation
• Excellent writing skills to provide professional, accurate, clear emails, memos, letters, meeting notes and reports for a variety of audiences
• Excellent organizational and communication skills both one-on one and in a large groups
• Demonstrated ability to work under heavy workloads and tight timelines, and an ability to multitask and meet deadlines for multiple projects
• Demonstrated ability to work both independently and in a team environment that is highly collaborative
• Excellent computer skills and working knowledge of City of Edmonton programs, including: Google Workspace environment (Gmail, Calendar, Docs, Sheets, Slides, Forms, Pictometry, POSSE and SLIM

Up to 1 permanent, full-time position

Hours of Work: 40 hours per week, Monday – Friday. Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52.

The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.
