Job Description
POSITION PURPOSE
Reporting to the Manager, Climate Change & Corporate Energy Conservation is responsible for providing strategic development and overall management of Sustainable Buildings Program; overseeing project management and engineering of energy efficient retrofits and high performance new building design and construction in accordance with Regional objectives. Lead and support climate change initiatives such as greenhouse gas reduction, energy efficiency and conservation projects related to Regional operations including water/waste water, fleet and other corporate operations; work with Regional staff to study processes, performs analysis and generate optimization through modifications, retrofits and other effective strategies; overseeing engineering and project management in accordance with Regional objectives; providing technical leadership in the design and operation of high efficiency systems and development of associated Regional standards and policies. This position involves emphasis on Regional buildings, therefore experience in building energy efficiency and associated standards such as Passive House, LEED, HVAC system, integrated design and construction as well as associated renewable energy systems would be highly beneficial.
MAJOR RESPONSIBILITIES
- Leads climate change action through design and retrofit of high-performance buildings based on York Region’s draft Sustainable Building Policy with the goal of achieving cost effective net-zero carbon resilient buildings.
- Guides assigned resources in a multidisciplinary environment from conceptual design to the production of complete engineering documents into construction, commissioning and operational phases of sustainable construction projects.
- Oversees design activities, value engineering, specification writing, studies, proposals, tender documents, site supervision, contract reviews, schedules and preparation of cost estimates.
- Prepares life cycle cost analysis, assists with LEED and Passive House building design, calculations and documentation.
- Develops and delivers energy-efficiency presentations and training as directed.
- Prepares energy specifications for Tenders, Request for Quotations and Proposals.
- Co-ordinates energy studies, reviews and analyzes system performance to identify opportunities for conservation and resilience in collaboration with internal and external stakeholders.
- Provides energy efficiency and climate mitigation/adaptation expertise in the development of existing building climate change action plans.
- Plans, co-ordinates and implements efficiency, conservation and sustainability initiatives to optimize systems, processes and buildings in cooperation with other Regional staff and subject matter experts.
- Provides advice on sustainability opportunities and projects through research, analysis and completion of feasibility analysis including detailed life cycle cost benefit analysis.
- Perform other duties as assigned in accordance with Branch and Department objectives.
QUALIFICATIONS
- Successful completion of a University Degree in Mechanical Engineering or related engineering discipline from an accredited university.
- Must be registered as a Professional Engineer (P. Eng.) with the Professional Engineers Ontario.
- Minimum five (5) years demonstrated experience (inclusive of E.I.T. experience) in the engineering, energy efficiency, building sciences, design, construction and automation systems.
- Demonstrated knowledge of high performance buildings through training, certification and application/experience with the LEED, Passive House or Zero Carbon Building Standards.
- Excellent written and verbal communication skills including report writing, presentation and outreach.
- Proven experience in identification and application of energy-savings, operational efficiency, performance measurement, capital budgeting and financing principles.
