SLC have a fantastic opportunity for a Compliance Officer to join our busy Repayments and Counter Fraud Team. As part of SLC’s three lines of defence, the post of Compliance Officer is part of a professional 2nd line team that leads on embedding a culture of compliance and provides assurance that 1st line management discharge their accountabilities for governance, risk management and control within their service delivery. The team report quarterly to the Executive Director drawing together 1st, 2nd, 3rd, and 4th lines of defence progress reporting to inform completion of SLC’s Governance and Assurance Statements.
The aim of the directorate is to collect every pound due and safeguard the value of government’s book of student loans awarded by SFE, SFW, SFNI and SAAS.
The directorate is responsible for the following: –
- Repayment Services including customer contact; collection of Income Contingent (ICR) loan repayments in partnership with HMRC; the direct collection of ICR loan repayments for those customers living overseas; direct recovery of loan arrears and overpayments of loans and/or grants; the cancellation or write-off of loan balances in compliance with the regulations; and refunds where customers have over repaid their loans with the continuous improvement of the directorate’s repayment services through project delivery,
- compliance with obligations for sold Income Contingent Repayment Loans and sold Mortgage Style Loans as well as managing the delivery of any future loan sales for government,
- data quality from the start of the customer journey and throughout the loan lifecycle through a Data Centre of Excellence,
- corporate and stakeholder reporting through a Business Intelligence function.
SLC offer a Blend working model which will typically be 2 days in the office and 3 days from home.
Person specification
- excellent written communication skills with experience of report writing for senior management,
- attention to detail with the ability to effectively proofread and ensure right first-time delivery,
- self-aware and confident with good presentation skills and the ability to lead and conduct effective workshops for both peers and management,
- ability to build and manage relationships at all levels both internally and externally,
- ability to take ownership to build, lead and develop processes to deliver on all aspects of the compliance function’s delivery plan,
- strong analytical, literacy, numeracy and IT skills with ability to interpret and articulate complex data sets,
- experienced and credible practitioner displaying the seven principles of public life and able to work autonomously as well as part of a team,
- a track record of strong performance within risk management / compliance / internal audit / counter fraud disciplines obtained within the public or private sector,
- relevant industry recognised qualification /professional certification or educated to degree level with relevant experience,
- Subject Matter Expert in at least 2 of the compliance/regulatory areas listed below,
ISO 37301- HM Treasury’s Managing Public Money
- Student Payment and Repayment Regulations
- Government Way Functional Standards for Analysis, Debt or Projects
- ISAE 3204 (Assurance Reports on Controls at a Service Organisation)
- FCA compliance
- Data quality governance
- GDPR
- PCI DSS
